Gemeinsam mit Sch\u00fclergruppen aus Hollfeld und Bad Windsheim wurde der Gesetzgebungsprozess zur Neugestaltung des europ\u00e4ischen Emissionshandels nachgespielt, indem alle 47 Teilnehmenden in die Rollen von Politiker*innen der EU-Institutionen Kommission, Parlament und Rat der EU sowie von das Gesetzgebungsverfahren kritisch verfolgenden Journalistinnen und Journalisten schl\u00fcpften.<\/p>\n<p>Zun\u00e4chst studierten die SuS die ihnen zugeordneten Rollenprofile, um sich dann als Abgeordnete, Mitglieder der Kommission oder Minister kennenzulernen und im Plenum vorzustellen. Dann begann die Arbeit an der Gesetzesinitiative zur \u00c4nderung der Emissionshandelsrichtlinie in den jeweiligen Gremien. Das bedeutete intensive Diskussionen in den einzelnen Fraktionen des Europ\u00e4ischen Parlaments \u00fcber Themenpunkte auf der Suche nach Kompromissen, die wiederum als \u00c4nderungsantr\u00e4ge im Parlament vorgetragen und beraten wurden, bevor \u00fcber sie abgestimmt wurde. Zum Beispiel wurde \u00fcber die Ausweitung des Emissionshandels auf die Bereiche Verkehr, Geb\u00e4ude und Landwirtschaft beraten. Der Mindestpreis von 40&nbsp;\u20ac, den die Kommission forderte, wurde nur als H\u00f6chstpreis akzeptiert, eine Reduktion der Emissionen um j\u00e4hrlich 3,2% wurde beschlossen. Z\u00f6lle auf importierte Waren fanden keine Mehrheit. Am Ende des ersten Arbeitstages war Frustration unter den Teilnehmenden dar\u00fcber zu sp\u00fcren, dass der \u00c4nderungsantrag keine Mehrheit im Parlament fand und deswegen weiterverhandelt werden musste. Auch die Vertreter*innen der Medien waren mit der Berichterstattung \u00fcber die Verhandlungen ausreichend besch\u00e4ftigt.<\/p>\n<p>Am zweiten Verhandlungstag ging das Ringen um Kompromisse im Parlament und im Rat der EU mit teils heftigen und hei\u00dfen Diskussionen, die sogar in den Verhandlungspausen nicht abrissen, weiter. Schlie\u00dflich trugen auch verschiedene Lobbyisten ihre Forderungen vor. In einer von den Medien moderierten Podiumsdiskussion aller beteiligten Institutionen wurden die unterschiedlichen Standpunkte engagiert dargelegt. Schlie\u00dflich kam es noch vor dem Abendessen zu einer Einigung und das Gesetz wurde nach der zweiten Lesung in modifizierter Form beschlossen. Das \u201eKamingespr\u00e4ch zur Europ\u00e4ischen Union\u201c mit dem Stellvertretenden Leiter der EU-Regionalvertretung der EU-Kommission in M\u00fcnchen, Dr. Renke Deckarm, bot den interessierten SuS die M\u00f6glichkeit, einen EU-Experten kennenzulernen und ihm Fragen zu stellen.<\/p>\n<div class=\"su-image-carousel  clear su-image-carousel-columns-2 su-image-carousel-has-spacing kann man sagen, dass das Planspiel allen SuS richtig viel Arbeit bereitete und ihren vollen Einsatz forderte. Daf\u00fcr wurden sie aber mit viel Spa\u00df bei den Diskussionen belohnt und haben viel \u00fcber die europ\u00e4ische Klimapolitik und das Gesetzgebungsverfahren in der EU gelernt.
